Dekan Fakultas Hukum Universitas Pembangunan Nasional “Veteran” Jakarta, Dr. Abdul Halim meminta Kapolri menjadikan kasus Ferdy Sambo dan Teddy Minahasa sebagai momentum bersih-bersih institusi kepolisian.
“Inilah saat yang tepat bagi Pak Jenderal Polisi Listyo Sigit untuk mengangkat harkat dan nama baik Polri. Jangan sampai masyarakat skeptis dengan kepemimpinan Kapolri,” sebut Dr. Abdul Halim dalam keterangannya di Jakarta, Senin.
“Jika bukan karena integritas yang tinggi dan kejujuran dari Polri, saya yakin kasus Sambo dan Teddy Minahasa berpeluang dipestikan (tidak dibicarakan) dan tidak akan diketahui masyarakat umum.”
Menurut Dr. Abdul Halim, jika kapolri tidak melakukan pembenahan serius dan menyeluruh sesegera mungkin maka momentum ini akan lewat dan kepercayaan masyarakat terhadap institusi Polri akan semakin merosot.
Dr. Abdul Halim juga mengusulkan kepada Kapolri untuk melakukan evaluasi sistem rekrutmen polisi dan sistem kenaikan jabatan di kepolisian serta pengawasan yang menyeluruh, Harus ada uji publik dan keterlibatan masyarakat dalam menentukan calon pejabat polri dan tentu memperhatikan track record dan prestasi yang telah dicapai calon pejabat kepolisian yang akan dipromosikan pada jenjang yang lebih tinggi.
Menurut Dr. Abdul Halim, perlu perhatikan mekanisme dan sistem pengawasan internal dan eksternal di lingkungan kepolisian sehingga lahir solidaritas internal bukan solidaritas kelompok, apalagi solidaritas upeti.
“Berikan ruang yang sama dan hak yang sama bagi seluruh polisi untuk mengembangkan kariernya, buka kesempatan yang sama bagi anggota polri untuk mengikuti pendidikan dan promosi jabatan,” ujar Dr. Abdul Halim sambil memberikan saran.
Bagi Dekan Fakultas Hukum UPN “Veteran” Jakarta ini, agenda penting yang mendesak dilakukan Kapolri adalah fokus pada reformasi institusi Polri secara menyeluruh, melakukan perbaikan ke dalam dengan menerapkan tata kelola manajemen kelembagaan dan pengawasan terhadap prilaku anggota kepolisian, serta transparansi dan akuntabilitas yang bisa dipertanggungjawabkan.
“Tugas berat Kapolri adalah membangun kembali kepercayaan masyarakat terhadap institusi Polri dengan menggandeng tokoh masyarakat, agama, adat, perguruan tinggi dan lembaga-lembaga lainnya. Lepaskan institusi polri dari oknum-oknum yang melakukan bisnis haram narkoba, judi, suap, korupsi, sikap hedonisme, dan kekerasan terhadap masyarakat,” ucap Dr. Abdul Halim.
