Penetapan Abdul Halim masuk ke dalam tiga besar calon Rektor menjadi langkah besar baginya untuk selanjutnya menuju kursi Rektor UPNVJ 2022-2026 dengan berbagai visi dan misi yang telah dirinya susun.
Menurut Abdul Halim, “Peningkatan akreditasi program studi nasional dan internasional, penguatan sistem informasi terintegrasi, reformasi birokrasi, penguatan Good University Government, anti korupsi, penguatan Badan Layanan Umum menuju PTNBH, serta pengembangan fakultas dan program studi baru, merupakan hal yang sangat mendesak dilakukan oleh UPNVJ saat ini”.
Abdul Halim mempunyai cita-cita agar UPNVJ menjadi kampus kelas dunia namun tetap berakar nilai-nilai keindonesiaan. Dengan tagline UPN Bersih, dirinya berkeyakinan apabila dirinya terpilih menjadi Rektor UPNVJ maka pola manajemen yang unggul, profesional, networking, bela negara, sinergitas, integritas, dan humanis akan diterapkan di seluruh elemen UPNVJ.
Selain itu ia juga menginginkan adanya penguatan tata kelola UPNVJ yang bersih, sehat, transparan, akuntabel, dan jujur.
