Minggu, 28 Mei 2023, Tim Pengabdian kepada Masyarakat yang di ketuai oleh Ibu Dr. Diani Sadia Wati, S.H., LLM. melaksanakan kegiatan penyuluhan dan pendampingan pada perkumpulan disabilitas di Kantor Dewan Pengurus Pusat Perkumpulan Penyandang Disabilitas Indonesia Blok Q, Perumahan Jl. Palem Indah No.9, RT.8/RW.3, Pd. Klp., Kec. Duren Sawit, Kota Jakarta Timur, DKI Jakarta 13460

UPN Veteran Jakarta baru saja melaksanakan pengabdian masyarakat di Kantor Dewan Pengurus Pusat Perkumpulan Penyandang Disabilitas Indonesia, (DPP PPDI), Kecamatan Duren Sawit, Jakarta Timur.

Kegiatan ini diadakan guna mensosialisasikan hak-hak para penyandang disabilitas dan pendampingan pendaftaran badan hukum perorangan serta pendaftaran hak cipta bagi kawan kawan penyandang disabilitas untuk turut serta dalam menggerakkan roda ekonomi Indonesia.  

Selain civitas academica dari UPN Veteran Jakarta, terdapat juga beberapa elemen lain yang turut serta berperan dan berkolaborasi dalam menyukseskan kegiatan ini, yakni dosen dari Universitas Terbuka dan Universitas Islam Jakarta serta perwakilan dari Sekretariat Nasional Sustainable Development Goals – Badan Perencanaan Pembangunan Nasional.

“Peningkatan Perekonomian Penyandang Disabilitas melalui Pendaftaran Hak Cipta dan Pendaftaran Badan Hukum Perorangan dalam Mendukung Sustainable Development Goals” diangkat sebagai tema dalam kegiatan yang berlangsung pada 28 Mei 2023 lalu.

Kegiatan diawali dengan sambutan dari Ketua Perkumpulan Penyandang Disabilitas Indonesia (PPDI) Cabang Jakarta bapak Liendhart, lalu dibuka oleh Ketua tim Dr. Diani Sadiawati, S.H., M.H. dengan menyampaikan aksi aksi yang aplikatif untuk dapat meningkatkan dukungan akademisi kepada PPDI terhadap SDGs.

Pada materi pertama kegiatan disampaikan oleh Dra. Indriana, dengan sosialisasi tentang peranan kebijakan kawan-kawan penyandang disabilitas dalam mendukung pelaksanaan SDGs yang dibawakan langsung oleh Indriana Nugraheni selaku perwakilan dari Sekretariat Nasional – BAPPENAS.  Dalam pemaparan tersebut Indriana menjelaskan bahwa tujuan dilaksanakannya SDGs sebagai Rencana Aksi Nasional (RAN) ialah untuk memberikan kesempatan bagi seluruh elemen masyarakat, yang dalam hal ini salah satunya adalah kawan-kawan penyandang disabilitas. Keberhasilan program tersebut direpresentasikan pada terwujudnya ruang bagi hak-hak kelompok rentan.

Materi kedua yang dibawakan oleh Megafury Apriandhini (Dosen Fakultas Hukum, Ilmu Sosial, dan Ilmu Politik dari Universitas Terbuka) berupaya mengedukasi hak-hak penyandang disabilitas yang termuat dalam Undang-Undang Nomor 8 Tahun 2016 tentang Penyandang Disabilitas. Hak untuk hidup, bebas dari stigma, privasi, keadilan dan perlindungan, pendidikan, kesehatan, dan berbagai hak lainnya menjadi acuan bahwa kawan-kawan penyandang disabilitas pun memiliki hak yang sama dengan masyarakat umumnya.

Mimin Mintarsih selaku dosen Fakultas Hukum dari Universitas Islam Jakarta melanjutkan pemaparan materi dengan membahas tentang adanya kewajiban negara dalam melindungi penyandang disabilitas. Dalam kesempatan kali ini, Mimin menegaskan negara sebagai perwujudan cita-cita bangsa hendaklah menjalankan amanat konstitusi. Penghapusan perbedaan perlakuan terhadap kelompok-kelompok tertentu menjadi poin utama dalam pembahasan ini.

Antusiasme para audiens memuncak ketika materi mengenai syarat-syarat dan manfaat kepemilikan akta perusahaan perseorangan dipaparkan oleh Rianda Dirkareshza, Dosen Fakultas Hukum UPN Veteran Jakarta. Rianda menjelaskan dengan jelas bahwa pendaftaran akta pendirian perusahaan perseorangan memiliki urgensi yang tidak dapat diabaikan. Hal tersebut disebabkan karena akta perusahaan dapat memberikan kepastian hukum dan melindungi UMKM yang dimiliki oleh kawan-kawan disabilitas dari potensi sengketa atau masalah hukum di masa depan. Selain itu, akta perusahaan perseorangan juga memberikan akses yang lebih mudah ke berbagai sumber daya, seperti pembiayaan dari lembaga keuangan, kerja sama dengan pihak ketiga, dan perizinan bisnis.

Muthia Sakti, Dosen Fakultas Hukum UPN Veteran Jakarta, melanjutkan sesi dengan pemaparan tentang hak cipta dan pentingnya bagi para pencipta. Dalam presentasinya, Muthia menyoroti perlindungan hukum yang diberikan kepada karya intelektual dan pentingnya hak cipta sebagai sarana untuk menghargai dan mendorong kreativitas serta inovasi kawan-kawan penyandang disabilitas. Muthia juga menawarkan bantuan untuk mendaftarkan hak cipta produk yang dihasilkan oleh kawan-kawan penyandang disabilitas yang sedari awal dengan saksama memperhatikan pemaparannya.

Kegiatan ini juga merupakan kerjasama dosen FH UPNVJ dengan dosen FEB UPNVJ, Universitas Terbuka, Universitas Islam Jakarta, Bappenas dan Seketariat Nasional SDGs. Dalam pelaksanaanya tim pengabdi memberikan pengetahuan mengenai kebijakan penyandang Disabilitas dalam mendukung SDGs, hak penyandang disabilitas menurut Undang-Undang, pentingnya badan hukum dan hak cipta bagi UMK, serta strategi marketing.

Hasil dari kegiatan tersebut, terdapat 9 orang penyandang disabilitas yang mendaftarkan UMK-nya menjadi badan hukum perorangan, dan 3 orang yang mendaftarkan hak cipta

Pemaparan selanjutnya, disampaikan oleh Anastasia Bernadin dengan topik strategi marketing menuju UMKM Mandiri. Topik tersebut merupakan spesialisasi dari Anastasia sebab ia merupakan seorang Dosen Fakultas Ekonomi dan Bisnis UPN Veteran Jakarta. Dalam presentasinya, Anastasia membahas bagaimana UMKM yang dimiliki oleh kawan-kawan penyandang disabilitas dapat mengembangkan strategi pemasaran yang efektif untuk mencapai kemandirian dan kesuksesan dalam berbisnis. Ia menyoroti pentingnya memahami pasar, mengidentifikasi target konsumen, dan membangun branding yang kuat sebagai dasar strategi pemasaran yang berhasil.

Agenda berikutnya ialah penutup dari rangkaian acara pengabdian masyarakat ini, yakni pendampingan pendaftaran badan hukum perorangan dan pendaftaran hak cipta bagi kawan-kawan penyandang disabilitas. Pada sesi ini dipimpin oleh Hilda Novyana, Dosen Fakultas Hukum UPN Veteran Jakarta, dan juga dibantu oleh para mahasiswa yang hadir sebagai panitia acara tersebut. Pendampingan dilakukan mulai dari pembuatan Nomor Pokok Wajib Pajak, Nomor Induk Berusaha hingga terbitnya sertifikat hak cipta dan juga Sertifikat Pendirian Badan Hukum Perorangan UMKM milik kawan-kawan penyandang disabilitas. Selain itu, kawan-kawan penyandang disabilitas juga diberikan insentif berupa uang ketika seluruh proses pendaftaran telah selesai.
