Rancangan Undang-Undang Ibu Kota Negara (RUU IKN) yang sedang dalam proses pembahasan oleh Pemerintah Indonesia bersama dengan DPR RI saat ini, kelak akan menjadi dasar hukum tata kelola penyelenggaraan pemerintahan di Ibu Kota Negara (IKN). Untuk mengakomodasi masukan-masukan konstruktif dari masyarakat dan para akademisi, Kementerian Perencanaan dan Pembangunan Nasional (PPN)/Bappenas RI bekerja sama dengan Fakultas Hukum UPN Veteran Jakarta menyelenggarakan Konsultasi Publik RUU IKN.
Acara dilaksanakan pada Selasa, 28 Desember 2021 secara hybrid luring dan daring dengan mengundang beberapa pakar, akademisi, perwakilan mahasiswa serta terbuka bagi masyarakat umum. Tema besar yang diangkat dalam Konsultasi Publik ini adalah model pemerintahan daerah khusus Ibu Kota Negara serta penguatan pertahanan negara. Beberapa pakar yang diundang dalam acara ini antara lain Guru Besar Hukum Tata Negara Universitas Islam Indonesia Prof. Ni’matul Huda, S.H., M.H. dan Dr. Wicipto Setiadi, S.H., M.H. yang secara khusus memberikan masukannya terkait model pemerintahan daerah khusus Ibu Kota Negara. Selain itu turut serta hadir pakar pertahanan dan keamanan negara yang juga akademisi senior, Kusnanto Anggoro, Ph.D. dan Anton Aliabbas, Ph.D. akademisi dari Paramadina Graduate School of Diplomacy Universitas Paramadina.
Konsultasi Publik RUU IKN diawali dengan pemaparan dari Dr. Diani Sadiawati, S.H., LL.M. selaku Staf Ahli Menteri PPN bidang Hubungan Kelembagaan dan Bogat Widyatmoko, S.E., M.A. selaku Direktur Pertahanan dan Keamanan Bappenas RI, serta perwakilan Tim Pokja Bappenas RI. Acara ini sekaligus sebagai forum sosialisasi dan diskusi kepada masyarakat terkait target pemindahan Ibu Kota Negara ke kawasan yang baru di Kalimantan Timur. Berbagai masukan, pandangan dan kritik diberikan oleh para pakar dan peserta Konsultasi Publik sebagai bahan kajian bagi Bappenas RI agar wacana pemindahan Ibu Kota Negara dapat dilaksanakan secara matang dan mendalam untuk mencapai kesejahteraan rakyat dan kemajuan bangsa Indonesia.
